he took the foreign service exam when we were undergrads at cal. he came back the first time, pleased with results on the written but felt he didn't do so well on the orals. the question that seemed to trip him up and left him perplexed was the following. mr. stevens, please compare american government and jazz music. chris told us he didn't quite know how to handle that question. my suggestion involved people blowing loudly on their horns or banging loud' on their drums was not terribly helpful. we decided to ask questions to trip up the applicant. we didn't have the internet to find a quick answer but figured it out. though chris may not have come up with the answer during that exam he certainly lived the message taught by this interesting comparison. both american democracy and jazz music involved ongoing experimentation. they involve unscripted action and improvisation as we figure out the best way to get along. both depend on a group allowing a soloist or representative to step forward and recite his piece while the rest of the group provides

we did the fema online course, eoc course at nasne, hadr course, trained with cal fire, take the time to take that training. it's tough to fit it in but it's important to fit it in and it will make us more effective. we did an exercise back in may in preparation for this and developed a pretty detailed concept of operations. we built load plan, timelines, spare parts lists, we really got into the weeds, thinking about the second and third tier effects, so i want my relief to understand that and i want him to know where that plan is so he can pull it right off the shelf if this ever happens and be ready to respond quickly instead of trying to figure this all out when we need to be getting underway. >> i'll boil mine down into just one, and that is i will pass to my relief to continue to support events like this and look for opportunities to continue to learn how we best in the military can integrate with our civilian and federal contemporaries to be prepared for an eventuality that we hope will never come, but we certainly should be prepared for. so the one thing i'm passing on is keep

other stratist cal facts are that we are one of the least tax states in the nation, the least stack state actually. we have no income tax, no sales tax. both the democrat and republican candidates will campaign on that issue pledging that they will not have an income tax or sales tax. our two governor candidates are running on that issue as a matter of fact. host: and talk about the recount laws that are in the state of new hampshire. is it possible that there could be a recount in this state and first of all, what are the rules for that? guest: well, we have specific rules obviously for the state. we have a fine secretary of state who is quite experienced in this. he is the person who has been keeper of the flame, if you will, for the new hampshire primary. we had a famous recount here in the late 1970's with senator john durr kin who recently passed away. frankly i don't see it coming down to that. we'll see what happens on tuesday but i think other states may be more likely to have a recount than new hampshire. host: what about voter i.d. laws, do you have them in new hampshire? guest:
